Initiatives of the Government of India

Water (Prevention and Control of Pollution) Act of 1974 (amended 1988)This Act established the groundwork for the creation of the Central and State Pollution Control Boards (CPCB and SPCBs) to provide guidance, oversee compliance with, and enforce laws governing the treatment and disposal of sewage and industrial effluent. The criteria set by the CPCB should be followed by all science, technology, and research parks (STPs) in India.

Environment (Protection) Act of 1986The STPs' discharge criteria were governed by this Act. It sets restrictions on the amount of different pollutants that can be released into specific environmental zones (land, surface water bodies, marine coastal areas, etc.).

Ganga Action Plan (GAP-I 1985, GAP-II 1993) and National River Conservation PlanThe cleansing of the Ganga River and its two main tributaries, the Yamuna and Gomti, was started under GAP-I and GAP-II. As part of the 1995 National River Conservation Plan, it was extended to include other rivers. 1098.31 MLD of sewage treatment capacity was produced under GAP (Dutta, 2020). The actions done to reduce pollution include (i) intercepting and diverting sewage lines for treatment, (ii) establishing STPs, (iii) installing inexpensive restrooms, (iv) developing riverside properties, and (v) encouraging public engagement, knowledge, and capacity building.

National Urban Sanitation Policy (2008)As a result of this strategy, local governments are now in charge of behaviour modification, complete cleanliness, and completely safe trash disposal. It envisions cities executing municipal sanitation plans, prioritizing specific regions and carrying out long-term plans concurrently, putting a strong emphasis on enlisting the support of all city stakeholders. State governments are in charge of formulating state urban sanitation policies, under which the cities can create their sanitation plans.

National Plan for Conservation of Aquatic Ecosystems (NPCA) (2015)The NPCA aims to provide a framework for the conservation and sustainable management of wetlands, with the objectives(i) Developing policy guidelines, (ii) Supporting, promoting, and strengthening conservation of wetlands, and (iii) Facilitating the development of a national inventory, and (iv) Strengthening the capacity of wetlands managers and stakeholders.

Other essential flagship national program launched by the Government of IndiaIn 2015, the Namami Gange initiative was launched. For the construction and renovation of 5501 MLD sewage treatment capacity as well as the installation of 5,134 km of sewerage network, the government has approved 161 sewage management projects under the Namami Gange Program for INR 245.81 billion. Out of them, 92 projects have been finished, adding and upgrading 1,643 MLD of STP capacity and constructing a 4,156 km sewage network (PIB, 2022). Additionally, it includes sectoral initiatives such as the Swachh Bharat (Clean India) Mission 2014-2019, the AMRUT Mission 2015-2023, and the Smart City project 2017-2023, that aim to enhance both sewered and unsewered sanitation.
